William B. Baker
Bill has more than 40 years experience as an arbitrator and mediator in the construction industry and has served on more than 160 Dispute Resolution Boards. He has extensive experience in construction management, planning, budgeting, and negotiation as Vice President of the University of California nine-campus system. He was responsible for negotiation of multi-billion dollar operating and capital budgets and governmental relations at state and federal levels, oversight of an annual $1.5 billion construction program, for projects including laboratories, office buildings, bio-medical facilities, hospitals, libraries, auditoria, concert halls, seismic retrofit, ADA compliance, utility systems and tunnels, roads, bridges, parking structures, site development, landscape and master planning. He is a Fellow of the American Society of Civil Engineers and a Past President of the Dispute Resolution Board Foundation.
