Paula Loomis


Paula Loomis, PhD, FAIA, FSAME, LEED BD&C, PMP, AICP, CPHC, GGP is the Deputy Civil Engineer for the Coast Guard (CG) with responsibility for approximately 42,000 facilities at over 2000 sites including master planning, programming, design, construction, and operations as well as vehicles, support equipment and waterway aids to navigation. She also leads the career fields of planning, architecture, civil, mechanical and electrical engineering. Dr Loomis is currently responsible for the CG redevelop efforts following super storm Sandy, Joaquin, and other recent events. Her personnel respond to weekly emergencies providing both rapid response and long-term strategic solutions.

She is a native of Cincinnati, Ohio. She holds a Bachelor of Environmental Design from Miami University, a Master of Architecture and a Master of Construction Management from Washington University. a Master of Business Administration from Old Dominion University (ODU) and a Doctor of Philosophy in Public Administration and Urban Policy from ODU. She also graduated from the Joint Forces Staff College Advanced Joint Military Education Course, the Armed Forces Staff College, Air War College, Air Command and Staff College, and Squadron Officer School.
