As federal preservation officer for the National Institute of Standards and Technology, and formerly at the National Institutes of Health, he has led these visionary scientific research institutions to recognize, protect, and assume stewardship responsibilities for their incomparable architectural legacies found on campuses from the national capital region to the Hawaiian Islands. The late-20th-century’s pattern of rapid technological change has increased the importance of protecting the physical environment that facilitated that change.

He influences federal agencies managing scientific research to adopt a leadership role in the stewardship of their historic properties.
