Executive Director, Building Codes Assistance Project 

Maureen Guttman, AIA, is Executive Director of the Building Codes Assistance Project (BCAP), a project of the Alliance to Save Energy. She is also the alliance’s Vice President of Buildings and Utilities.

An architect by training, Maureen has 25+ years of experience in energy-efficient and green building design. She has worked on building codes policy at the local, state, and national levels and has extensive experience in the International Code Council’s (ICC) code development process, including serving as a member of the International Green Construction Code (IgCC) development committee.

Maureen’s previous posts include four years as Executive Director of the Governor’s Green Government Council in Harrisburg, Pa., where she designed and managed new programs providing more than $32 million in consumer incentives for energy efficiency projects and developed High-Performance Building Standards required for certain state funding and incentive programs. From 1996 to 2003, she headed her own architecture firm based in Pittsburgh.

In addition to the ICC, her professional affiliations include the American Institute of Architects (Past President of the Pittsburgh and Pennsylvania chapters, and former Regional Director on the National Board of Directors), and current board member of the Collaborative for High Performance Schools (CHPS). She has won several prestigious awards, including the President’s Award from the AIA Pennsylvania’s board of directors and the Mid-Atlantic Emmy Award for developing an educational video, aimed at state and local governments, on environmentally-preferred purchasing. She received her B. Arch. degree from Carnegie Mellon University and is a graduate of Leadership Pittsburgh.
