Robynne Thaxton is an attorney and consultant with both Thaxton Parkinson PLLC and Progressive Design-Build Consulting, LLC. Robynne assists primarily public owners in developing the procurement documents (RFQ, RFP, and Contract) for progressive design-build projects. She has worked on over 27 PDB projects with a dollar volume of over $5 billion. She is a former member of the Design Build Institute of America National Board and Northwest Regional DBIA Board and current chair of the DBIA National Education Committee. She also serves on the Washington State Capitol Projects Advisory Review Board. Representative clients include the State of Washington; WSDOT; Bonneville Power Administration; the cities of Seattle, Portland, and Tacoma; Western Washington University; the University of California system; University of California San Diego; University of California San Francisco; and CalTech. Robynne is also a frequent instructor for the DBIA National Contracts and Risk Management class as well as the Progressive Design-Build class. Robynne was recently awarded the Distinguished Leadership Award from DBIA and has been named to the Washington Super Lawyer list since 2010. Progressive Design/Build Delivery Method: Why Owners Choose It and What the Designer Should Know

This session will provide an overview of the Progressive Design/Build delivery method, considerations for the design team and the owner, and the opportunities presented by the business proposition inherent in Progressive Design/Build methodology.  The session will stress the importance of education on the project dynamics and teaming fundamentals that are key to success in the Progressive Design/Build delivery method.   

This session will also explore why owners choose Progressive Design/Build, as well as how legal and statutory context informs the owner’s decision-making process.  Last, the session will explore the challenges in adoption of Progressive Design/Build for some public sector owners, and discussion of successful adoption of Progressive Design/Build delivery by other owners.
