Embedding Collaboration in Justice Design: An Integrated Project Delivery Approach
Designing inclusive justice facilities requires more than strong architectural intent or stakeholder consultation; it requires delivery models that embed collaboration into the structure of the project itself. Justice and public safety facilities are uniquely complex, balancing security, public access, long term adaptability, and community trust—often across multiple jurisdictions and stakeholder groups. This session explores how Integrated Project Delivery (IPD) can function as a practical collaborative methodology for addressing these challenges.
Using the West Shore RCMP Detachment Project as a case study, the session examines how IPD enabled early alignment between municipalities, justice stakeholders, designers, engineers, and trade partners to address long term growth, operational complexity, and evolving public safety needs. The project brought together multiple municipal owners and a multidisciplinary team within an IPD framework that emphasized early partner engagement, transparent cost modeling, and facilitated validation—allowing critical conversations about scale, flexibility, systems integration, and future readiness to occur when they could meaningfully influence outcomes.
The session focuses on how IPD shifts collaboration from isolated engagement moments to a continuous, integrated process. Participants will learn how early partner involvement supports shared understanding of justice operations, reduces disciplinary silos, and improves the translation of functional requirements into spatial and systems decisions. Rather than positioning IPD solely as a risk management or cost control tool, the session frames it as a collaborative methodology that supports more inclusive, resilient, and future ready justice environments.
