John Miller
P.E., CFM
John A. Miller, P.E., CFM is a flood and climate change adaptation policy professional, a water resources engineer, an expert witness, and adjunct professor. He is a licensed Professional Engineer and is a Certified Floodplain Manager. John joined the Federal Emergency Management Agency (FEMA) in August 2018 as a Mitigation Liaison and a member of the FEMA Integration Team, embedded with the New Jersey Office of Emergency Management to be a risk adaptation resource to the State and enhance coordination between the agencies. From October 2021 through September 2023, he was detailed to the U.S. Senate Banking, Housing and Urban Affairs Committee working on the National Flood Insurance Program reform and reauthorization, and disaster and climate change policy. John holds a Master of Environmental Studies with a concentration in environmental policy from the University of Pennsylvania and a bachelor’s in civil engineering from Villanova University. While a student at Penn, John interned at the White House Office of Management and Budget, was a United States Senate Fellow, and collaborated with Dr. Howard Kunreuther and colleagues from the Wharton Risk Management and Decision Processes Center. John is a Lecturer at the University of Pennsylvania for the graduate course “Floodplain Management in a Changing Climate” offered in the 2020, 2021 and 2023 Fall Semesters. He has been a reader on several Master of Environmental Studies Capstones and an advisor for independent study.
Brian Shaw

Brian Shaw is a Certified Floodplain Manager and has worked within the flood mitigation industry for over 15 years. As Senior Vice President of Sales & Marketing at Floodproofing.com, he leads a team of flood mitigation specialists that focus on proper floodproofing techniques to ensure resilient structures. His experience has been working with all the parties involved in floodplain design, build, and habitation including Architects, Builders, Code Officials, Contractors, Engineers, Floodplain Managers, Homeowners, Inspectors, Insurance Agents, Property Managers, Realtors, Specifiers, and Surveyors. He works closely with Architects, Contractors, and Community Officials on floodplain projects and regulations. On a regular basis, he presents continuing education courses to various professionals on FEMA Regulations, NFIP Requirements, Building Codes, and proper floodplain construction. Brian prides himself on contributing to the corporate mission to reduce the risk associated with flooding through education.
